A Little Disconcerting

I saw this 'construction project', if you can call it that since there was no appearance of any additional construction, while in Hyde Park during my latest visit to Chicago. The removal of the brick arch seems to go against everything I know about structures, especially knowing the age of most of the surrounding structures... You've got to assume that this is a load bearing masonry structure, so what's holding up the masonry above the missing arch?
